Whatever their motives, the legal ground for using the frozen assets is very shaky regardless. Countries like France have been hiding behind the Belgians back, while at the same time categorically refusing to use the frozen funds located in France to be used. They are fully committed to making sure it’s somebody else that will get screwed over this. The fact is that it’s incredibly difficult, not to mention completely unprecedented, to use these types of frozen funds. Not even during WW2 was this done with German assets.

Technically the EU won’t " touch" the assets. They’ll use it as a collateral for a loan with a conditional future warreparation from Ruzz.

Add: And yes, this legal manoeuvring has no precendet afaik. It’s really very creative.
