The artist and source says it’s a depiction of a Mayan city.
Teotihuacan and the Maya did interact, although the exact nature of those interactions are unclear as yet. They actually recently uncovered a Teotihuacan altar in Tikal.
Let’s be generous and assume this cultural interaction is what the artist intended to allude to.
