Sure, when the bad faith actors are half the government it breaks but that’s still better than a broken system out of the gate.
That’s comparing systems that really shouldn’t be compared though. The attraction of the EU was specifically that it respects the sovereignty of every nation in it by giving every nation that veto power. Like all pseudo-confederate systems the cracks start appearing pretty quick through.
It’s the same issue with the presidential system where one power hungry politician can halt all progress.
