Yep. Ukraine has been hitting targets with smaller drones near Moscow, more or less, for about a year as far as I can remember.
Some of their early long range drones were basically small, slow flying airplanes, actually.

Patriot batteries are a bit on the expensive side, so their use is likely limited. If I am not mistaken, Ukraine did get a few batteries from other NATO countries and not just the US.
Instances don’t have to be federated and instances federate and defederate from each other often enough. The goals of instances may not align, and to keep conflict low(er) it’s better if some instances cut ties.
TBH, this sounds like a technical issue between ml and nl or just a typo in the way you are posting.
While I thought it was basically an on/off switch for defederation, I suppose there could be a way to block updates from instances without fully defederating.

Once any kind of hole is in the net, it’s basically game over until it’s repaired. Drones, as you would expect, can navigate some really small spaces. This would be a bit more problematic for drones that are controlled with fine fiber optic lines.
