If you dont threaten them they will not do shit thats beneficial to you. A good example would be to look at 2 year long non stop peaceful protests in Georgia, the government hasnt done anything toward satisfying the protestors, police still beat up and imprison protestors just protesting on the sidewalks and the protest movement has basically given up.
